Fix the difference in PSNRs between `JVET_AJ0249_NEURAL_NETWORK_BASED` at 0 and `--IntraNN=0`.

Using the current HEAD, i.e. Commit d8adb732, the PSNRs obtained when JVET_AJ0249_NEURAL_NETWORK_BASED is set to 0 and those obtained when --IntraNN=0 are not identical. Using the fix in this MR, the PSNRs obtained when JVET_AJ0249_NEURAL_NETWORK_BASED is set to 0 and those obtained when --IntraNN=0 become identical.

This MR does not modify the CTC results. This MR is intended for AHG7 as AHG7 will use --IntraNN.
