Enable testing rpr filter (2x) and bug fix according to the teleconference

The following changes have been made:

  1. Control testing RPR filter by the macro #define TEST_RPR_FILTER_2X 0. It is disabled by default (NNSR will be used by default).
  2. bug fix from vivo for function m_nnfilterUnified.init in decoder.
  3. minor format changes for training scripts.
