Python JVET-AJ0054 and JVET-AJ0066

This implements the necessary changes to the training scripts to implement JVET-AJ0066 on top of the existing JVET-AJ0054.

In contains new training scripts trainer.py and fastDCT.py. It contains new model.py (in LOP4/model/ and VLOP3/model/, although they are the same file). It contains new sadl models for LOP4 and VLOP3, both for float and int16.
