JVET-AG0045: AI information SEI message

Arianne Hinds requested to merge ariannehinds/VVCSoftware_VTM:ag0045 into jvet-tuc

JVET-AG0045 proposed, and was adopted into the TuC, that information related to the usage of AI technology be carried as a new SEI message in the video stream. This branch implements the new AI SEI message.
