JVET-AI0181: Support for Display Overlays Information (DOI) SEI

This is adding support for Display Overlay Information (DOI) SEI into the VVC tmuc. This implementation is limited to usage in combination with constituent rectangles where texture and alpha are carried in a same layer. A showcase contribution is planned for the meeting, bringing also source content and more configuration files.
