JVET-P0335: change of HDR PQ CTC

changes on HDR PQ CTC:

  1. enable LMCS for PQ, disable luma delta QP.
  2. enable QPc table (P0335) for PQ (separate P3 tables for Cb/Cr/jointCbCr respectively), disable WCGPPSOffsets.
