  1. Add a new GCI flag gci_no_ref_pic_resampling_constraint_flag adopted in JVET-Q0114 Aspect5
  2. Correct typos of the name of GCI flags in the configuration, i.e., from 'TrailConstraintFlag' to 'NoTrailConstraintFlag' in parseCfg() and software manual
  3. Add two decoder checks for two new GCI flags adopted in JVET-S0050
