- A bug fix for the encoder SW related to MaxVmvR in Table A-1 (level limits).
- Implemented a flag ('DPBConformanceCheck') in the encoder cfg file which enables/disables(1/0) the level conformance  checking of the DPB size. When 'DPBConformanceCheck'is not present in the cfg file, it is set to 1 by default.
