Added support for Alternative Transfer Characteristics SEI message (Based on patch from U0033 with syntax naming from V1005).

Addressed ticket #398 and applied coding guidelines to the affected functions. Also added some whitespace and const-correctness to TComDataCU

Derived from an updated patch for Q0074, which was supplied by by Franck Hiron

Fix for #1345 for TEncPreanalyzer::xPreanalyze, and prevention of double-release of memory by TComPicSym::destroy

Fix for #1392 - as discussed at 21st JCTVC meeting - changing Char to TChar (for text) and SChar (for signed char).
